I have a '94 Civic w/v-tec engine. After it warms up, I cannot get the engine past 3500 RPM. It hits 3500 and bounces down then back up to 3500. It oscillates between about 3200 to 3500 RPM. This happens on the road, no matter what gear its in and it happens when the car is parked. The shifter is in park and the engine will rev to 3500 and begin to oscillate. When the engine is started, I can rev well past 3500. After I get the problem to start, if I shut off the engine momentarily and start it right back up, the problem goes away. So, I don't think it's a heat problem.

Any ideas?????????
