before my brother's got smashed in the rear from an idiot driver(94 ss) his best track time was 14.2
that time is not the best setup either, things were changed that would probably bring it down to high 13's based on other cars raced. But its a beast on the topend, can take out other cars on the topend that are faster then the impala from a dig.
to run high 13's this is what he had

its all pretty good shit to do, but if you were not thinking of upgrading the car that much or trying to stay close to stock, leave the engine stock---maybe put on the intake... the best improvements i think were things to the drivetrain.. transmission mods, differential, 3:73's... maybe start off with some stuff like that, plus it makes the car drive a lot better.
