Well, I got home today and my Fuel Rail recall letter was in the mail box. It is about time! Will make appointment for Saturday at my local Chevy dealership to get this finally fix the right way. .

I asked at my local Chevy dealership when I got the notice on my '96. Was told that GM will not reimburse Chevy dealers for recall work - need to take the car to an Oldsmobile dealership. Once Olds dealers are officially out of business (what ever that means), other GM brands will be authorized to perform recall work. If I wanted to pay for it myself, he would be able to do the work (as well as all normal out of pocket maintenance). Don't know if there is a mileage consideration if an Olds dealer is xxx miles away from you, then other brand can work on the car...
