Water pump removal

I am having problems removing the water pump on my 97 GT. I get to the last bolt and the pulley on the p/s is blocking this. Do I need to remove the p/s unit and set aside. I saw the thread about the hole in the pulley, but is that to remove the p/s unit since it will not work on the water pump bolt. It lines up on the outside edge of the pulley.
