The floor area of the car gets very warm. The engine is only at 180 degrees. I noticed there are vents in the kick panels, is air supposed to come out of there, if so, how is it controlled.

I've got a 76 L48 and the floor area does get pretty warm after a while. I think it's caused by the hot exhaust running in that area. There is thermal insulation available that goes under the carpeting that might reduce the heat, check at Zip-Corvette.

The kick panel vent is where the AC draws air when it's set to max (or recirculate). Heat in the footwells is a problem, especially in the summertime. Some of the late 70's/early 80's will always have the fan blowing even with the climate control in the off position, because the air has through go through all the hot ducts near and around the firewall, you have a constant stream of warm air entering through the heater outlet in the center console. You can plug off the heater core, or check the heater core valve. You can rig something up so that it has constant vacuum going to it and it will close off the valve, stopping hot water circulation through the heater core (without having to cut into your heater hoses.
