just push the dome override button in 4 times till you hear a chime

But not everyone has the dome override bro, including me on my 1995.

shoot my blazer you have to pull the fuse, but if i do that then my foglights dont work, but you can pull the fuse and put it back in and the foglights will work, but the drawback to that is you have to do it everytime you get in, and if you turn on the headlights and then turn them back off you have to pull the fuse again

No, I can do this on my 1995, you can do this on your 1996.

Check for the relays in your glove compartment.

on both my blazers, 92, 96, you enagage the parking brake and they turn off, so i would assume there is a relay on the park brake that you could just open or close to get the same result.
