Exhaust leak @ manifold (2.2 liter)?

I've got a serious leak at the manifold to down pipe flange. The flex pipe is not getting a good seal for some reason. Anybody know if the flange that's on the flex pipe is supposed to be permanantly attached? My flange turns 360 degrees. Is it broken or is it supposed to do this?

Another thing I've noticed is that most other S10's have some sort of bracket holding the flex pipe to the exhaust manifold. Mine just has two bolts. Am I supposed to have some kind of a bracket? PLEASE HELP!!! THANKS FOR ANY INFO!!

The Flex Pipe Is Not Supposed To Spin. It Should Only Flex When The Engine Moves. You Should Not Be Able To Move Any Piece On That Exhaust. I Think Its Time To Replaced It $$$$$$$$$$$$$$ Or Have It Welded.

Yeah I stopped at a local exhaust shop and the guy said the same thing. If I remove the down pipe he said he'd fix it for $18-$25. I've gotten really good at removing it so it's no problem! $25...can't beat that! Thanks!
