As long as the mod doesn't interfere with proper ECM operation or the mechanical/flow characteristics of your engine, any mod you make to improve airflow through you engine will improve performance to a degree. It won't be a drastic change, but it will improve things.
The better an engine can breathe, the better it will perform. Headers work by improving the "scavenging" properties of the exhaust system-making the exhaust gases exit the engine quicker and more smoothly which translates into greater intake volume capacity. Both ends gotta be flowing the same, at least.
The noise level will not increase. The overall exhaust sound characteristics may change in TONE, but the muffler end determines the sound LEVEL. You can put headers on any engine with a good muffler and it'll be just as quiet as stock-just breathing better.
If noise is all you want, just put a fart cannon on the end. No need to waste money on a header.
