98 Montero Sport Horn Problem

Hi: My 98 Monte3ro's horn goes off for seemingly no reason. Usually in wet weather, but not always. About 35 -40% of the time when it goes off it is dry. This sometimes happens while driveing, and sometimes when parked without the key in the ignition. I have replaced the horn assembly, and that doesn't seem to have solved the problem. Any Ideas?
Thanks

Horn problem

Most times, this problem is attributed to a faulty clock spring. This is the part that goes behind the steering wheel and connects the air bag and horn to the steering wheel and the rest of the car's wiring.
