Engine Runs Rich in Saturn SC2

My 1999 Saturn has an engine light on. When I got it checked out the problem was because the engine was running rich. I replaced the front o2 sensor, and replaced the spark plugs as well (white residue evident), but the light still comes on from time to time. I especially notice the light coming on when accellerating. I am needing to see the car, and the value is less that $3500, so I need an inexpensive fix or list of items to check. Suggestions?
