95 wipers dont work intermittently

my 95 rodeo wipers dont seem to work intermittently. it has the hi, low, mist buttons. if i hold the mist button down, it will wipe until i let go. the owners books says that the mist button should control the delay...am i just a moron or is something broken?

p.s. dont be affraid to tell me im a moron if that is the case.
