2002 Power steering pump and tranny

I need some advise. My 2002 neon, 34,00 miles, has a really noisy pump for a few minutes in minus twenty weather, and I mean noise. The dealer can't find nothing wrong. In warmer weather it seems to have a pause if the wheel is turned unforcefully to its stop.
warrenty wil be up this December.
Also the four speed trans shifts like a tractor, harsh, and slipping in and out of gear while driving in a parking lot at about 3 miles per hour. Front pump was changed last year and it was fine for about a month. Dodge said its normal??Any feed back would be appreciated.
