Unhappy P 1476 code, EVAP problems - what does this mean>>

I have a 98 Jetta, and up until 8 months ago, I loved it. Recentley I have dropped close to 2K into it. Now it will not pass NC inspections until I manage to get the check engine light turned off. The code is P1476, and they are calling it an "EVAP" problem that only the a VW dealership can fix .. I'm so afriad that I'm being taken advatage of, does anyone know how much this should cost to get fixed? .. they said over $600 ... yikes. Any help/feedback would greatly be appreciated! thanks!

Does the gas cap seem okay? Does the code return if reset? That code specifically refers to a low vacuum condition in the evap emissions system. Which engine do you have? I'd give a thorough inspection of all the vacuum lines, particularly those around the air filter housing. The braided fabric ones were prone to failure. Also some of the larger 1" ones would soften and collapse or split. After that there is a pump called the leak detection pump that pulls a vacuum on the EVAP system and a purge valve that commonly goes bad. The valve is to the rear of the air filter housing and the pump is below the housing at the frame rail (I assume this is a 2.0).
