2001 Grand Cherokee Over Heating

My 2001 Grand Cherokee Is over heating while idling but it is fine while driving. The fan is not turning on. Could it be the fan or someting else?

it could also be the cooling fan relay that is bad.

i change my clutch 3 days ago it was about $ 50 at discount auto parts
is not easy to find the right tools to do the job (sponner wrench ) or somthing like that.
