Question '79 euro high beam prob.

I'm a new sixer owner and I moved to a state that requires the high beams to work for the inspection to get it registered. When the person who brought the car over from Germany got the US fix for the lights, they lef the high beams inoperable. (only by turning on the left turn signal does my left high beam come on) Which is the best way to fix it?? A few ideas I had was wiring it through the fog lamp relay and disconnecting the fog lamps for a quick fix. Another is modifying a floor foot switch through the regular dash light switch. I'm about to break down and call an auto electrician to do it. Please Help!
