trailer plug brake light NO voltage.

my trailer plug is not putting out right side brake voltage. the turn signals work fine, both side. the left side trailer brake lights work fine. the right side is DEAD. there is NO voltage at the plug.

dealer claimed to replace a fuse. of course the problem still persist.
any ideas what this is... I say it had to be a relay that combines the turn and brake lights for the trailer wiring.

Now I have to go into the dealer with my test light and prove this to them.
