96 tahoe blowing 4x4 fuses!!!!!

I have a 96 2 door tahoe and i cant figure out why the truck wont shift out of 4 wheel drive. it goes in no problem and even shifts to 4 low no problem but when it comes time to shifting back into 2 wheel it just keeps blowing fuses. I have replaces the encoder motor on hte transfercase brand new from GM, the push buttons on hte dash are brand new from GM and i am out of ideas. Its not a binding problem with hte tranfser case because i can shit it by hand when i take the encoder motor off. i even left the encoder motor off and tried shifting it and it goes into 4 high no problem and then into 4 low no problem but its doesnt go back into 2 wheel. if anyone has any ideas please let me know because i am one step away from stripping the truck and putting a lever into it.
