Idle Rpm Rises/falls

After Starting Eng. (1988 350"k" Tbi) Hot Or Cold,rpm Will Rise And The Fall, Sounds Like Eng Is Fuel Starved (HAVE CHANGED FILTER).THIS happens Intermittently,and If Eng. Has Not Died,i Can Turn If It Off And Restart,and Most Of The Time Their Is No Problem Until I Shut It Off.if I Try To Drive It When This Problem Occurs It Will Stall Or Backfire Through The Tbi Unit,but If I Play With The Gas Pedel And Get Past 20mph It Will Idle At The Next Stop, I Also Have A High Idle Proplem, 1000rpm In Neutral, Have Changed All Vac. Hoses,egr,idle Control Sol.. if AFTER START AND Left Alone WHEN PROBLEM happens And The Eng. Does Not Die , eng. rpm Will After A Min Or Two Smooth Out, But Will Slowly Ramp Up To Around 1000 Rpm,until I Drop It In Gear. Sometimes If I Put It In Gear And Take It Back Out, Eng. Will Idle Normally At Around 700 Rpm.
