Theft Light Problem, 97 Skylark

Here's the basics: My car has a salvage title, was flooded out back in Hurricane Andrew. The radiator needs replacing, but I don't think that has any bearing on this problem. This is the second year in a row this has done this, though it has been about 7 months since this happened. Until today. What happens is the theft lock light comes on after I start it. It starts fine, drives fine. However, randomly all the other warning lights (brake, ets off, check gauges, oil light, airbag, etc.) will flash at the same time. Kind of a discoball effect. Last year it would die after the theft light came on, or refuse to start after awhile. The dealer had no idea what was going on, did some trial and error until I got angry and took it back. It stopped the problem only to reoccur again now.

My question is, supposing it still runs, is this safe to drive? How can I fix this?

Another problem that might correlate is that the check engine light comes on. The code is the same one as the air in gas tank problem, but after the 4th trip to the dealer over this, I've been very consciencious about it. Also, the check gauges light does not come on when I have a very low tank.

If you scroll down, you will see a similar post with my 96 Buick Skylark.
I have finally found time to remove it and am sending it off to be troubleshot. I will post the results on the board.
