I don't think changing your 4 quarts of 10w-30 oil to 20w-50 oil is anywhere near the solution. Installing a new water pump and thermostat is the best answer. I had an 87 Camry 4-cylinder and I also have a 92 Camry 4-cylinder. One of them, now I can't remember which, had a PCV "system" and the other one had a PCV valve. Your Haynes manual should tell you which is which. If it has the system there's not much you can do with it. If it's the valve, then of course you can either clean it or replace it. Personally, for the money, I would go ahead and replace it. Best of luck.
