We get about 30 on the highway on our 98 XLE 4 cylinder. It may seem obvious, but check your tire pressure and make sure you don't have any brake drag. We keep our pressure at around 32-33 lbs. Can you push the car yourself easily with the key on and the car in neutral and the e-brake off? If not, you may have a brake that's dragging. Calipers can stick as they get old and so can e-brake cables. If you are not sure how to check for brake drag, take it too a professional. Other things to check are the O2 sensors and the coolant temp sensor. Either of these being slightly out of range can also affect mileage. Again, I would recommend a professional do these checks.
