In order to remove the cylinder, you have to have to remove the column cover, turn the ignition to ON (with the key) and press the release button towards the rear of the cylinder housing. To replace the cylinder is more expensive than paying a locksmith to make you a new key.
FYI, I had a new key made for mine and when I put it in the ignition, it would not turn. I had to take it back to the place I had it made and have them run a wire brush over the key to smooth it out. By reducing it slightly, the key finally turn the ignition. Also, when I had the key made, they had to verify that the key blank they used was the correct one. There are two GM key styles. One is about a half inch longer than the other. Since it has been a while, I don't remember which I had to have...
