Driver Door Lock Issue

Hi

I have a 93 Lumina and after this cold cold winter my drivers side door will only open when using the inside door handle. The door lock on the outside of the car wont turn when you put a key in it.

I pulled the grommet on the inside portion of the door and can see when using both handles that the metal actuating rod moves so it seems that the outside handle thinks the door is still locked. How do I "unseize" my lock cylinder? I havent gotten around to pulling the door panel yet to investigate further. I really dont want to get new a new lock and keys made.

Any thoughts before I start this project? thanks.
