I have a 2000 Venture. It won't start w/ temps below 20 degrees. I just put a new battery in it. It's like the fuel line is frozen or something. I've had the dealership look at it 4 times already. By the time they get it in their garage, it will start. I keep a full tank w/ heat in it. It's dead in the street right now.

What are the symptoms? When you turn the key, does the engine turn over/crank, but not start? (I would not suspect a battery, starter or charging system issue in that case) or does the engine turn over & not fire up? That case is likely a fuel system related issue- like you say, frozen line, bad idle air control system, fuel pump, etc..

First order of business is to determine what is missing..fuel or spark..this will lead you in the correct direction.
You can check spark by removing 1 plug wire from the plug and place the loose end near engine metal..spin the engine over..does spark jump out of the boot?

Sounds like 4-5 others had a similar issue. Might try the fuel pump plug as noted in other 'trouble starting fuel' posts such as this:

"mmorales--Be sure to check the plug underneath the driver's side sliding door. Look under the van and you should see a couple of plugs going into the body. One is smaller than the other. The smaller one is for the ABS system and the bigger one is for the fuel pump. I had this problem and all I had to do was unplug the fuel pump clean out the connectors and plug it back in. The van started with no problems. I have had problems since then though. The van starts and runs but it hesitates and has trouble idling." Its worth a shot!
