2.7 Engine Compartment Whine

My '99 4wd xtracab has a whine noise in the engine compartment that I cannot ID. It varies with the RPM. I have heard this noise in other 2.7's. Is this common/normal Toyota noise or something else?

If it is louder at startup or when cold then I suspect the power steering pump. My '03 is very loud, especially on a cold day.
