97 Grand Prix GT

I bought a 1997 Grand Prix and the transmitter doesnt work .
i have tried to reprogram the transmitter by holding the unlock button, insert and removing key twice, insert the key the third time in the ignition cylinder. Release door lock switch did not hear 3 chimes indicating transmitter programming is active. This car was manufactured 5/97. I think I am using the right instructions for this model. What would be the next step to check? Where is the transmitter receiver located at and how to check it? Thanks
