Left turn signal running too fast

I just got this 2000 Contour. When I activate the left turn signal it signals too fast.

My experience tells me that there is a problem with one of the fuses. I read through the 2000 Contour Owner's manual and it tells me that there is an "Auxilliary Relay" outside the fuse box for the Turn Signals. It lists it as being at the location of the Steering Column. Can someone tell me specifically where this is and how I can access it?

Check to see if your left tail light is burnt out.

how to replace light

Yes, that perhaps is the problem as it is burnt out, however, how does one replace the signal light. it seems very difficult to open.
