The shop manual for a 94 shows you have to disassemble the steering column from the horn in to get to the screws that hold the arm on and also to get to the plug. It is wired with a mini "ribbon" type cable that has to be flat against the inside of the steering housing or it will rub/bind and break leaving the level useless aside from the turn signals.

I had the same issue on a chevy that used the same type of arm and remember not having to do all that...I think I just pushed the lever in and turned and it popped out of the switch, then I fished out the old wire and fished in the new wire (not fun). the wire was connected under the dash so the wire ran through the column to under the dash. but the shop manual says the jeep lever is screwed on inside the column, maybe they just mean the turn signal switch that the lever goes in to...i got the new shaft piece in a junkyard...and it did rub bad after I was done because it was not in right, but the chevy expired before the wire did :-)
