The only thing that the master cylinder (clutch master cylinder, that is) controls is the clutch release. It has very little to do with a slipping clutch, which sounds like your problem. If your master cylinder was leaking or low on fluid, it would just travel almost to the floor before disengaging. In your case, the only thing to do would be to replace the clutch with a new kit. It's either a slipping clutch or a warped pressure plate. When you go to replace the problem, it's best to replace all the clutch components. Once you learn what is involved in replacing the clutch and actually do it, you'll never want to do it again. It's that much of a pain. If you paid a mechanic to do it, it's going to cost a bunch.
