Red face '98 Wolfsburg; Rust. Rust?? Rust!!!

I just discovered a rust bubble forming on my truck hood, just under the license plate. It's right on the crease where the metal starts and the plastic skirt/housing for the license plate meet.

THIS IS NOT YOUR TYPICAL PLACE FOR RUST TO FORM...MY CAR IS STILL NICE AND CLEAN...AND IT'S JUST BLOWING MY MIND!

The car comes with a six year rust warranty, but only covers "rust damage that starts from the inside out." There is no obvious paint chip or scrape to be found, yet the service guys told me that it's not covered under warranty.

I said, "what?! If there's a scratch from the outside, then why is there still paint there???" No answer.

I'm very disappointed in the way I was treated. The guy even implied it was my fault due to lack of maintenance...that I didn't wax it enough. Now, I'm awaiting word when the factory rep will be by, so he can look at it himself.

Does anyone know of any other Jetta's rusting in this area??? Or how to handle the situation to get them to honor their warranty????

I have a '99 TDI with even more problems... I have rust bubbles EVERYWHERE. There are rock chips on the front of the hood which have rusted (and I can understand this), but there are several rust bubbles on all of the quarter panels, the roof, all of the doors, and the trunk. These are NOT rock chips. The only places not affected are the plastic bumpers.
The VW Canada rep is coming to my town on May 24. I have arranged a meeting with him in regards to the paint, as well as other more serious problems with the car. I will let you know what the outcome is.
