97 Blazer - Filling fuel tank

Pumping gas into my Balzer has become an all-day event. The gas pump shuts off when trying to fill the tank and we can only add fuel by applying the slightest squeeze on the gas pump trigger. Even then, any pressure at all and the pump shuts off. It can take 20 minutes to completely fill that tank. Any insight?

Red:
The smaller of the two rubber hoses on the filler neck under the vehicle is either pinched or plugged internally. The smaller hose lets the air escape from the tank as the gas fills it...The back pressure from the air trying to escape throuogh the main filler hose is whats causing the pump to shut off.
