Unhappy giving gas after a stop and puttering

I have a standard 90 camary with 110k. I'm having a problem with giving power to the engine after stopping. The problem is: when I stop the car at a light or such, and then gas it in 1st gear to get moving, the car will putter as if the engine is not getting any gas or something of that sort. It'll go after I push in the clutch back in, take the car out of gear, and give it a lot of gas to get the rpm's up and out of the chugging situation. The problem won't or will occur less frequently if, when stopped I keep the idle up. (plus sometimes when i stop the idle will stay at an abnormaly high rpm until i tap the gas pedal to get it to idle normal) The problem seems to occur more often after rain or in high humidity. Occasionally the car will putter until the car shuts off. In that case it will generally start back up after a long period of turnovers. i've tried fuel injection cleaner and that hasn't helped. I'm hesitant to do more until I get an idea of what may be causing this. If anyone has any suggestions or has experienced this as well, please reply.
