Turn signal problems with 88 Astro van

HI , I am new to this forum, I am having one heck of a time trying to figure out what is wrong with my turn signals.I have replaces all of the bulbs and have changed the flasher relay on the left side of the fuse box, changed it a few times to make sure that it was not that at all, seems that one is for the hazzard flasher and not the turn signal flasher.I was told that there were two flashers , but i cannot find where the other is located.Anyone have any ideas.If anyone has a way to resolve my dilema , I would appreciate any help, any that will resolve this without costing a fortune..Thanks , Appreciate anything you can all offer

the flasher is usually right under driver dash, it could also be the turn signal switch itself, move the
hazard swich back and forth while you have the turn signals on and see if that makes them work, if it does you have a shorted switch
