Dunno, they probably aren't legal. Maybe you can get away with it for a few years.

Also the picture on that site makes me think umm rednecky cheap.

The term Redneck Ricer comes to mind.

Hey man, that cop sounds cool. I don't think he knows about what you're talking about anyways...as about the site...I wouldn't recommend you getting your lights from there. You should get it from company's that sell products specifically for imports...try optionsauto...matrix...and don't forget TYC, <--- they're nice!

Okay, you'll have to do the searching for where to find the products your self, but I'll help you out. You have a 98 Accord, right? TYC's tailights for your car have a Paintable outer bezel (I think it's paintable carbo fiber look). Paint the Bezel to match the black on your car, thats whats it's designed to do. All thats left showing is the round red tailights, kinda a la skyline in a sense (to give you an idea). That will make the back end look straight black, sans the red round taillight chambers (think skyline look). It's 100% street legal...TYC should be 100% street legel in all the states.
For the headlights, look for some blackhoused projectors or headlights. Or Carbon Fiber look (it will look dark enough for you). If you put that on, again, you'll stay legel, but it will give you the black look front end you desire. If I happen to come accross a place selling these for your car, I'll post the link.

The blackout should be illegel for the headlights, I am almost sure it is for tails. Thats because it will black out the reflectors too, so they wont REFLECT the light. Most states have a required number of reflectors that have to be on the tailights, and the black-out or a taillight cover covers these....hence making it illegel. If you look for what I suggested above, it will give you the all dark look you desire, but do it in a legel manner.

okay, I am feeling nice, so I went to NOPI and checked out real quick t see if I could find some for you...here you go...hope I helped.
Headlights (several types of black housed, regular style and angel eye style)

Taillights (TYC is at the bottom). If youy have a 2 door, they have a pic of the TYC tails for the 2 dr as well as 4 dr accord. Again, the bezel is paintable, so you can paint it to match the black on your car.

Okay dude, let me give you some advice. First off, this is an old thread, see the thread dates. It was pretty much a dead tread. It saw it's last post almost 3 weeks before. Try not to bring up dead threads.

Secondly, to say "blackout lights on black cars look cool, who cares if its illegal" is a stupid stupid comment. Who cars? Let's see....I care, I don't wanna pay a dumb ass ticket. I also care when I can't see the reflecton of the lights off the tailights, making the car that much harder to see. "blacking them out" basically renders the reflectors useless. And then you'd care, when someone hit the car cuz he didn't see the reflector light up on that dark street. Look, it's outlaw-ed for safty reseason. If you like the way it looks, do it for a show, not for street use. Plenty of people care if it's illegel. Some don't. Apparently you don't. Well, I care. Saying "who cares if it's illegel, it looks cool...." is like saying "who cares if cutting the springs can be dangerous...it looks cool." Certain things like the blavkout are illegel because it hampers vehcile lighting and renders the vehicle useless, making the vehicle harder to see...hence more dangerous. Blackout out taillights may look nice, but don't go and say "who cares...", some people do care. To say that makes you sound ignorant and dumb. And I am sure the Cali Highway Patrol will care, and then perceed to inspect the whole friggen car for violations. If you say "who cares" about that...have fun with the rest.
