Question 84 pickup OVERCHARGING Problem!! plz help

I have an 84 Toyota pickup Reg. Cab. 4x4 with a charging problem from hell.
I've changed the voltage regulator, alternator, and redid some of the wiring- and still my truck is over charging. It runs at 18v. I've destroyed 3 new batteries. Any help possible would be great!!! Thanks
IBRAILN
