new beetle tranny shifting

ok..trying to help my mom out...she has a 1999 VW beetle, automatic, no mods. at constant cruise of 65 mph she's turning 3000 rpm. dealer where she bought the car (not a vw dealer) says its normal and it will read high if its downshifting (DUH). at 45, she's turning 2000-2500. Standard 4 cyl sewing machine.....er....engine. Any ideas as to what to look for first? Have not gone to VW dealer yet. Thanks for help in advance
