I like the racing rims with the spaced spokes but what i really like i cant find those rims that look like they dont move

there like more then one piece. the rim and a piece that kinda fits in some grovve i guess and its slick so when the tire is moving the rim looks like its standing still
and when the car is going fast the rim looks like its going backwards or something
its crazy
anyone know what those are?
