contour rear drum/rear strut causes loud clunkingg

I have been taking my 98 contour se to the for dealership for about 3 years now telling them about a rythmic clanking/clunking sound intermittetnly coming from the rear when the brakes were appplied while slowing down. They either never heard the problem while road testing, or just changed the rear brakes (drum, resurfaced, etc.) The noise has been getting progressively louder and more frequent. Finally last week I took the card to an independent service facility. they didn't hear the noise at first but then I asked them to take it out again. They heard the noise that time and proceeded to find the cause of the problem. Later that day they told me the found the problem. One rear wheel drum was out of true, and it was hitting the rear strut whenever the brakes were applied (that's how I understood him). He said what was needed was to replace the Rear drums (is that the Rear wheels, in essence?), rear brakes and rear struts (because they were now weak). And, he said the total would be about $800. Does thid seem like a reasonable cause for the problem, and method of repair? I am planning to take this issue to our Ford Dealership tomorrow and ask them to do those repairs for ous for free, as we had visited the dealership many times with those complaints, and they never accurately diagnosed the problem or fixed the problem. What do you think?
By the way, I am not competent or knowledgable to do any repair work on my own.
