318 No oil pressure

I have a 73 Dart with a newly rebuilt 318. I have attempted to pre-oil the engine with a electric drill and a modified oil pump drive shaft but the only thing that gets oil is the filter. The rest of the engine does not geta any oil at all. I have a direct reading gauge hooked up and it reads zero. I have the intake manifold off and have checked the lifter galley for any missing galley plugs but everything looks normal. I have replaced the oil filter with another brand and have even replaced the previously "new" oil pump with another new pump, pickup tube and screen but nothing. I have never encountered this before. Can anyone help?

This may sound silly, but are you turning the drill the right way? Also, there is a plug located in the block that makes sure the oil is going through the passages instead of just back to the pan......sometimes its forgotten about during a rebuild.
