There's a post in here somewhere on it and as far as how low a legal drop is, in most states the law says you must be able to blow all tires and be able to roll on your rims without the undercarriage bottoming out. That's from WA state patrol and Oregon too. Like I said, most states. I'd check the local law in yours.
