Be Patient New to Cars

Ok, first I am new to the world of cars, in fact I just got my drivers license (no laughing). I am going to buy a 1991 caprice mainly because I have been in love with them since I was a kid. The car I am buying is an ex police with 120k miles and poilce package still included (whatever that means). I want to fix it up but don't know where to start. I want to spend max 2k in the performance area and 5k in body and interior (including 20 inch chrome rims, leather interior, and candy paint just to start). If anyone can help with how I can improve on the car's performance, what to replace, how to make it more efficient, etc. I would really apprecitate it. If more information is needed I will try my best to answer your questions.

I almost forgot, can the spotlight be removed without messing up the body?

Why remove the spotlight? the cops will just think you are an undercover car or from a security company and you'll get less attention from the cops....thats a GOOD thing..
I'm assuming you have an LT1 motor then , it being an ex-cop car. So anything that will fit the LT1 equipped Camaro's will work on that engine. Look around for some Camaro websites. As far as body mods , anything that will fit the 94-96 Impala SS will fit that car.

Congratulations on your up and coming car. First off, you said you want chrome twankies, and candy paint for 5 g's. If you can get that done for that price, tell me who, and how. The average candy paint job, will run multiple thousands (certain colors also up the cost). And a set of 20's chromed out, at least $1500, not to mention tires. The police package means that you have heavy duty suspension (tighter handling), but more road feel (bumps, etc.) Other things under the hood are flexed, but you can usually count on the car being well-maintained, due to the performance demaded from it. Some advice on the paint, if you're not 100% on the condition of the body and/or repairs, re-consider a candy coat. some half ass folks will bondo up a car uneven, without balance, just to rid the body of imperfections. but those minor things can show up in the paint job. Being a former 5-0 cruiser, it's likely that it has had some body damage. But dont let me scare you outta doing what you planned on. So Good Luck!
