Unhappy 2000 Town Car Light Module

I have a 2000 Town car that the turn signals or emergency flashers don't work. It was determined that it was the light module located under the dash board. I searched on ebay, and they are pricey near 600 dollars, it looks like a mother board. The shop that I normally take it to told me that they can't fix it because they have to take the codes from the old board and put them on to the new board. Has anyone else every have that problem? I was wondering what you would pay to have that fixed.

I'am not sure on a 2000TC, but the older TC's it would of been a Flasher, bulb, or fuse.
