97 Grand Voyager ABS Problem

I am getting low speed engagement of the ABS system while braking. No ABS light activation. Any ideas where to check first? Wheel speed sensor ? How do you tell which one is bad? We had a brake line replaced recently, could an incorrect bleed procedure resulted in air getting into the ABS pump? Would air in the ABS pump cause a low speed engagement? Thanks in advance>
