Quick Help.... Timing Belt

When changing timing belt, we are ready to re-install timing belt. Is the tensioner pulley spring loaded or does it adjust with oil pressure? Thanks for any responses.....

Remove the tensioner and slowly compress it in a vice. Use a small finish nail to hold it in place. Reinstall the tensioner and remove the nail.
