91 honda crx zc turbo probz..

i have a 91 crx si with a zc motor turbo...i got a small garret turbo with about 2 inch piping and msd...i have a couple of problems tht jus appeared...i have idling problems..the rpm keeps going up nd down...also whenim driving it doesnt let me go past 4000 rpm nd sumtime5 past 5000 rpm..but sumtimes it does..it starts stuttering and it drives me crazy because is not pushing as it should be...this is driving me crazy pleasee hellppp//thnkss
