Fuel pump wont work when I first turn the key on...

I have a 91 Ford Escort GT with a 1.8L dual cam, 5 Speeds standart.

When you first turn the key on, the fuel pump is supposed to run for a few seconds so as to prime the system. Mine won't work as advertise.

I have checked the fuel pump itself and it works just fine. I have also put in a different fuel pump unit to compare, and the same thing happened.

I have replaced the fuel relay in the main fuse box, and still it will not work.

I have replaced the Inertia Fuel Cut Off Switch, and still nothing.

I have replaced the PCM/ECU and still nothing. (BP09 1888 1B) I am also told that I can use the 1A, 1D and 1R as re[placement for the 1B.

I went into the Diagnostic box in the engine compartment, and grounded the Fuel Pump and that turns it on no problem.

What am I missing here? I am learning as I go, therefore, if you have some advise using acronims, please point out the where abouts of those items. My wife would be most thankful for any help pointing out the real problem here, aside form me being her mechanic.

One question that comes to my mind. When you turn the key on can you hear the relay click?

I can't say that I heard the fuel injection relay click. I am assuming that you are talking about the one located in the fuse box in the engine compartment??? I have, however, heard the ones on the far right of the engine compartment click by the fire wall.

These older Ford's have two relays the green relay is for the fuel pump. The EEC IV relay also is needed to work the fuel pump relay.
Check the ground next to the pcm usually in right kick panel.

I just had a problem with my car last night and looked at the manual. Appears that a fuse labeled "ENGINE" powers up the EEC. Not sure if it's the same on your car.

Thanks. Now I have to go hunting for the green relay and and the EEC IV relays. That's the thing about those older cars and back yard mechanics, it's never boring and there is always a challenge waiting for you...

I don't know where the point you grounded is in the schematic, but did you check your ground connection end-to-end?

I checked the ground and it was good. I am still looking for the green relay mentioned earlier and will go from there I guess. One of those things that helps get you hairs off your head.

As far as grounding from the diagnostic box is concerned, that is a proceedure I got from the Haynes manual. Never know, I might become a car electrician after this. Think not.

Fuel pump relay under center of instrument panel. Pcm Power relay engine compartment fuse box.IP fuse 15amp engine compartment fuse box 10amp,20amp,30amp fuel injectors.
Ground left side of safety wall. Top left side of engine. Top left front of engine. Top front of engine. Behind left head light. Top left of instrument panel. Fuel pump ground left rear of cargo area.
