please help ID these wheel covers

I am helping out my neighbor whose husband passed away about a year ag, sell a a garage full of misc car parts going back to the 40's and 50's. i have 2 wheel covers i cannot ID. Are they OEM, aftermarket? There is a connecting plate that attaches to the back side of the cover. I believe the center cap where the shield is comes off to access the lug nuts. Thanks.

Looks like 1983 Monte Carlo to me.
