Interior Scratch Fixing

I just bought a 2004 EX. As soon as you open the tailgate you are greeted with tons of scratches all over the two plastic pieces that rest over top of each rear wheel. There has got to be a way of making that look better. Is there such a thing as interior paint?

My father is a service and claims manager at a local dealership. I asked him a similar question one time. He told me that the technicians at the dealership sand the surface so it is flush and then they apply this liquid that fills and any remaining imperfections and adds the factory finish to the plastic.(I asked about scratches on the dash, but I would imagine it is the same)

I have the same issue with my 05. Would love to know how to fix these scratches.
