Best way to clean 1999 Grand Prix GT headlights?

Hi everyone. I have a 1999 Grand Prix GT which I love but the headlights are very dim and I have a difficult time seeing at night. I recently replaced 2 of the lamps but they are still very dim. Is there a way to clean them or to make them as bright as they should be?

Please point me in the right direction if there is another thread or forum that I should go to. Thanks very much.

If they are the plastic "yellowing" lenses, everyone sells headlight restore kits. I used 3m from walmart.

I once tried a TurtleWax kit which was ineffective. Earlier this year, I used Meguiars's Clear Plastic Cleaner (#17) and Clear Plastic Polish (#10) and wet sandpaper. Following the instructions provided at http://www.techguys.ca/howto/polish_lenses.html significantly improved the condition of the lenses. They were not like new, but they were much better. I spent $30 on all the materials (both 10oz bottles cleaner/polisher and wet sandpaper [from the parts store] with a variety of grit between 600 and 2000). I've done two vehicles and have enough stuff for many more.
