Might be a wiring issue but not sure..Plz Help

This was my moms car and her boyfriend tried fixing it after it started to have some problems. The car used to start fine its just it wouldn't go past i believe it was 1500 Rpms. So they said the car wouldn't go past 30mph if even that. He got to messin with it and now the car just wont start period. Hes no longer around so im not entirely sure what he was trying to do but i took pics. He basically told my mom that he thought there was a wiring issue in the steering columb.

Its like nothing fully powers up unless you touch the blue wire to the exposed wire in the steering column but it stilll doesn't turn over though
